Many nonprofit organizations develop budgets based on projected funding and operational expenses, without thinking about the resources needed to meet strategic priorities. In addition, for larger (and umbrella) nonprofit organizations, programmatic budgets are often completed separately without other stakeholder engagement. There is also less emphasis on how strategic goals and priorities feed into financial projections pertaining to anticipated outcomes and short-term impact. Outcomes-Based Budgeting is a process whereby the anticipated outcomes fuel the projected expenses. The result of this process helps to create more balanced and well-informed budgets that support programmatic and organizational goals. Using a logic model, the budget is mapped to resources and inputs required to meeting anticipated outputs and outcomes.

Rachel Werner began her career as a New York City public-school teacher which parlayed into a two-decade career of work in the public sector. She is the Owner and CEO of RBW Strategy, a grants and fundraising firm based in the Washington, DC Metropolitan area. She has a Certificate in Grants Management (2012), is a certified Project Management Professional (since 2010) and is a Certified Grants Professional (since 2014).
