Earmarks set funds aside for particular projects, bypassing traditional grant solicitations, and have been part of the federal budget process since the first Congress in 1789. Because of past controversies, Congress passed a temporary moratorium on earmarks in 2011, later re-instated in 2021. Earmarks may be an alternative for your projects.

Karen Norris is nationally recognized in the grants community as a consultant and Subject Matter Expert for Kanoco Consulting - a Karen Norris Company in Delaware and Maryland. Previously, she worked in grants for Maryland educational institutions, and then as managing editor for a national publisher. Norris served on Boards of Directors of professional associations. She presents onsite and virtually at state, regional, and national conferences. Norris provided testimony to the Maryland General Assembly and a U.S. Senate Subcommittee about grants. She has served as a federal reviewer.
