Applying for or managing indirect costs was never simple, and the revised uniform guidance has introduced new options. Nonfederal entities that currently do not have an indirect cost rate can request a "de minimis" or 10 percent flat rate for indirect costs. For nonfederal entities with current indirect cost rates, the way you calculate indirect costs makes all the difference in your ability to recover overhead and administrative costs. But there's more. There is an extension period under certain circumstances, there are cost allocation plans, and a new planned web portal for posting indirect cost rate agreements. Getting indirect costs right means navigating complex provisions and avoiding potential audit findings. Here's what you need in order to understand the options and the new requirements.

Karen Norris is nationally recognized in the grants community as a consultant and Subject Matter Expert (SME) for Kanoco Consulting – a Karen Norris Company (KNco), with offices in Maryland and Delaware. She has experience in grants and contracts for more than 30 years, previously as a grants administrator for educational institutions in the State of Maryland, as an author and managing editor for grants publications, and currently as a consultant. Norris has served on the Board of Directors of professional associations and editorial advisory boards. She is an invited annual presenter at national conferences and training events, including the Grant Professionals Association, National Grants Management Association, Management Concepts, California Governor's Grants Office, Maryland Governor’s Grants Office, and others. Norris conducts webinars, virtual classes, and onsite grants training for federal, state, local and territorial governments and other nonfederal entities. The White House Conference on Aging published her white paper about health grants. Norris has advised and responded to information requests about the grants process for the U.S. Senate Subcommittee on Federal Financial Management and provided testimony to the Maryland General Assembly about state legislation for the de minimis indirect cost rate. Norris has served as a federal reviewer for the U.S. Department of Education and the U.S. Department of Agriculture.
